1965 Master of Science in Electrical Networks and Systems, Moscow Power Engineering Institute.

In 1975-2000 Mr. Stepanov worked at the Central Dispatching Office of the Unified Energy System of the USSR, later of Russia, where he held various positions starting from a dispatcher to Deputy Director General. In 1980-1985 he joined the Central Dispatching Office of the Integrated Power System in Prague (Czechoslovakia) and was directly involved in synchronous interconnection projects of the USSR, Russia and Eastern Europe. In 2000 he joined INTER RAO UES where he focuses on technical characteristics of power systems operation of the CIS and the Baltic States. Mr. Stepanov is a member of the Commission for Operational and Technological Coordination of the CIS Electric Power Council, Chairman of the Coordination Council for implementation of the Interaction and Cooperation Strategy of the CIS countries in the field of electricity. He participated in a number of working groups on synchronous operation.
